Flaws Found in Detention Alternative Program
Since taking office, the Obama administration has been attempting to divert more illegal immigrants into non-detention alternatives such as home monitoring. A new report uncovered by the Houston Chronicle shows that these programs have a high absconder rate - meaning the illegal immigrants flee before their case is heard. "Immigrants enrolled in the programs are expected to comply with a range of measures, including checking in by phone, wearing ankle monitors and obeying a curfew. The programs are designed to improve court appearance rates for non-violent offenders." The new data calls into question ICE's earlier public assesments that the program is effective because of a nearly 100 percent court appearance rate. It appears that people who absconded before their court date were no longer counted as "active" participants in the monitoring program when reporting court attendance - thus bossting the rate to close to 100 percent.
