Contractor Arrested in Phoenix Due to Investigation by Sheriff Arpaio The owner of a granite contracting firm in Phoenix was arrested on immigration charges due to an investigation by Sheriff Joe Arpaio. A grand jury returned counts of ID fraud, forgery and other other charges against Raphael Libardi. Libardi himself is in the country illegally, authorities said and stole someones identity to establish his business. The prosecution is the first under Arizona's new immigration enforcement statue.
