Much has been said about how the loophole in the House health care bill, America's Affordable Health Choices Act (H.R. 3200), will allow illegal aliens to receive taxpayer-funded health benefits. A recent cost analysis concluded that this loophole may cost the American taxpayers up to $30.5 billion annually. Overlooked in the current debate, however, is another provision in the House bill that reverses an important policy regarding legal aliens -- a decision that will have costly consequences for American taxpayers.
