Pres. Obama "Willing" to Put Political Muscle Into Passing Amnesty Bill The President also announced that Homeland Security Secretary Napolitano would convene a group of leaders from the White House and Congress to craft this new legislation. However, key details were left unclear, such as when legislation would be marked up, whether the House or Senate would act first and whether a sweeping overhaul of immigration laws could be added to the crowded congressional calendar, according to lawmakers and aides.
