House Majority Leader - We Need Border Control, Not Amnesty

"Plans supported by President Bush, and being weighed by the U.S. Senate, to legalize millions of undocumented immigrants are wrong-headed, and the nation should instead enforce tough border controls and crack down on people living illegally in the United States, House Majority Leader John A. Boehner (R-Ohio) said yesterday," the Washington Post reports. "Even if the Senate were to combine a guest-worker program with increased border security -- a hard-fought compromise on such a measure collapsed Friday -- Boehner warned that such a plan would place 'the cart before the horse.' 'I'm for securing the borders and enforcing the laws,' Boehner said on ABC's 'This Week.' 'Until we do that, if you try to create a guest-worker program, all you're doing is inviting more illegal immigration.'"

Another hero is born!

Some representatives of the people are realizing that we must make a stand now. The failed administrations of clinton and bush must be rectified for the sake of national security.

If it leads to a latino war against the U.S. then let it be so. That is why we have police, prisons and armies, to defend the American citizen and our sovereign nation from foreign invasion and anarchy.

Americans have a right to sovereignty and American politicians have a responsibility to secure our borders and represent the American citizen. Not illegal foreign criminals.

At least he uses the phrase "illegal immigration" I dont really know much about this man. -not that I disagree with him-I guess my big question is How much of a team player is he? Is he just the good cop of a good cop/bad cop scheme? What a shame we have no recourse but to look at our representatives with so much distrust and cynicism. Its their fault though. As a group-they make Nixon look like a choir boy.

The significance of Boehner's statement is that he is the House Republican leader who was most likely to lobby for Bush's open borders legislation.

Boehner was one of I believe it was 17 House Republicans to vote AGAINST HR 4437.

I interpret Boehner's statements as indicating that whatever his views on amnesty or guest worker programs that he is not going to try to stuff them down the throats of his colleagues.

One person commented elsewhere that they didn't trust his statement and that one needs to watch what politicians do, not what they say.

However, if Boehner had any intention to lobby for amnesty then the prudent thing for him to do was NOT to say the things he said yesterday.

So I feel pretty good that the firewall against amnesty in the House is looking strong.

A hint of a clue?

Boehner was one of the few House Republicans who voted against the enforcement bill, HR 4437, using the ridiculous excuse that it would be too expensive for businesses to implement. Now that he's House Majority Leader, though, maybe his rather abrupt reversal on the issue demonstrates that he understands what too many other Republicans don't - that the only way to hang on to a GOP majority is to listen to the 70%+ of Americans who want to limit immigration.

Certainly a man who just won the second highest leadership position in the House doesn't want the GOP to lose under his stewardship.

Rep Boehner (R-Ohio) scares me only because he has flip-flopped so many times in the past. He says what he believes the people want him to say, not what he'll stand up for. And it seems to me (IMO) he has caved-in to pressure from the Senate leadership in the past. (Look here: http://grades.betterimmigration.com/testgrades.php3?District=OH08&VIPID=633 to see his mixed report card, reflecting the flip-flops I alluded to.)

John Boehner is a leader in every sense of the word. Something we are sorely lacking in the White House and much of Congress.
Thank God there is still a few intelligent beings in government!
I hope John Boehner and others like him, will see their beliefs materialize, because they are what this country needs now, not amnesty.

I agree with John A. Boehner. We need to get control of our borders and then decide whom we let in based on each case. I am not against immigration, just against illegal border crossing based on today’s law. There is currently a way to be in this country legally, it may need reform, but if it was not followed then the law has been broken and these people should be deported; if they wish to return to the U.S.; then it should be done through proper documentation. Without secure borders we can not be free inside the boundaries of our country, and isn’t that what we want. You don't want child molesters living next door, and yet we know little about most of these illegal immigrants, what is in their past, we should know about those we let in. Just because they have been here for sometime already, it does not mean they are the kind of people we would let in by choice, it may be like opening our prisons and just letting the murderers, rapist and all matter out into our society. What the immigrants want from a future here will be gone as well if we do not take care to preserve the quality, and the patriotism that makes this country great.

I have given this a lot of thought and have developed what I believe to be a real compromise which will be palatable to the majority of Americans. The Senate, currently deadlocked on immigration reform, should use this as a starting base for negotiations. My solution takes a project management approach based on logic and has something for everyone. Those of us who want true immigration reform would rather no bill pass the Senate than the disastrous bills being proposed (which are no compromise, they are simply pro open borders). We must realize if amnesty is granted, we lose our biggest bargaining chip and we will never see true immigration reform. At the same time, we also must deal with the realities of 10M-20M people here illegally.

The current bills offered in the Senate provide either for blanket amnesty to all illegals, or set some arbitrary criteria based on how long the illegal aliens have resided here. I have a better system of determining those eligible for amnesty which is based on the past and future value of the current illegal immigrants to America and Americans. In exchange for amnesty, certain condition must be met which will stop the flow of illegal immigrants across the border while putting in place a system which will ensure no future amnesties and the foreign invasion will not continue in the future.

The key items which must be implemented, funded, and fully operational BEFORE amnesty is provided are:
1. Stop the flow of illeglas immediately. Put the National Guard on the border, with the power to arrest and detain, until the border can be secured by ICE. The metric by which we measure success is 99% of the flow has been stopped.
2. Those illegals currently here must register immediately as temporary residents with ICE. End date to be set once other steps are completed. No guarantee of any future amnesty, just register or immediate. no questions asked, deportation if caught. The cost to register should be calculated based on the fully burdened estimated cost of granting amnesty (including paperwork, background check, etc). The American citizens should not be asked to foot the bill.
4. Employ a 3rd party, private company or the GAO, to develop a plan to enforce interior immigration laws that is comprehensive, and provide a date of completion. The estimated cost must be included. Give them 1 year to submit their recommendations. ICE has shown it's partisan preferences and therefore can not be trusted to perform the evaluation itself.
5. Immediate repeal of the "birthright citizenship" law. It is abused and becomes the "hook" used to keep illegals here. It is an outdated interpretation of the 14th amendment in a modern mobile society.
6. Hefty penalties for employers who knowingly hire illegal aliens. All employers must verify SS or ITIN # with a federal database. For egregious violations of the law, a $10K mandatory per illegal alien fine for the first offense. A $50K per illegal fine for a 2nd offense. And a $50K fine per illegal plus 6 months mandatory jail and loss of business charter for 10 years for 3rd offense. ICE must also enforce the laws and supply adequate resources to catch at least 90% of offenders.
6. Elimination of social benefits to illegals. No welfare, no food stamps, no housing subsidies, and health care only in an emergency (which is billed to the US gov't for reimbursement, tracking, and reporting).
7. A reduction of legal immigration to 300K or less annually for 10 years. We allow 1M/year now, there are 10M+ illegals here, so the quota has been filled for the next 10 years. Additionally, this will give ICE a chance to get its house in order and for us to absorb and assimilate the millions of immigrants here now.
8. An end to chain migration. An immigrant citizen can only sponsor their spouse and dependent minor children for citizenship.

The key theme here is to "dry up the magnets" that draw illegals across the border. Without any of the above (jobs, welfare, etc) the illegals will have no reason to come here illegally. It holds the government accountable and forces pro mass immigration folks to actually support enforcing our laws and respecting our immigration policies before they get the amnesty they so desire. Everyone has a stake. How can we determine what we need and is best for America while the current chaos and lawlessness continues?

Now for the amnesty side of the compromise. We categorize all illegal aliens into several hierarchal categories. The categories are based on many factors from value add, to citizenship likelihood, to law enforcement. The categories are mutually exclusive and when the alien registers with ICE in step 2 above, they must categorize themselves. With this information, we will be able to at least quantify the potential amnesty recipients as well as know who they are and where they are from. A non partisan 3rd party with significant knowledge of the issue should refine the categories.

1. Amnesty assured . Illegal aliens with children who are US citizens who have no felony criminal record and have resided in the US for the prior 9 months (equal to pregnancy term by design). We should not deport American citizens, and the children citizens will one day sponsor the parents anyway. What's done is done.
2. Amnesty highly likely. Illegal aliens who have assimilated into our society, have worked continuously in the US, have no criminal record, and have never been a burden on the taxpayers (ie have never received social benefits).
3. Amnesty or guest worker privileges possible. The middle category is more difficult. So I will simply call it "Other" for now. Possible classifications are those who just missed the cut from 1 and 2 classifications above, vital industries such as food production, special or vital skills. A 3rd party should define the categories.
4. No amnesty. Illegal aliens who have been a "public nuisance". Although not felons, these individuals have multiple infractions and "run-ins" with the law. Though not an exhaustive list, it wold include public intoxication, noise violations, public urination, driving without a drivers license, misdemeanor assault, etc. Those in this category are not required to pay the registration fee in step 2 above.
5. No amnesty. Illegal aliens convicted of a felony. Prisons and probation officers around the nation must register all incarcerated illegal immigrants. It is the responsibility of the convicted felons themselves to inform the prison staff or probation officers of their status. All illegals convicted of a felony not currently on parol or probation must register as defined in step 2 above. Failure to do so, will result in immediate arrest and deportation with a lifetime ban from ever entering the US again. Those in this category are not required to pay the registration fee in step 2 above.

Any illegal alien providing false documents, committing fraud, intentionally deceiving ICE officials with false statements, or helping others commit fraud in this process will result in no amnesty being provided, barred from entering the US for 10 years for any reason, a possible 1 year in jail, and immediate deportation or deportation upon completion of jail sentence.

This plan is not arbitrary, deals with the realities of our past discrections in immigration law enforcement, reduces the impact to business, considers the value add of the illegal immigrants when deciding who gets amnesty, secures the border, and dries up the magnets of illegal immigration. In short, it is a real compromise in which everyone gets some of what they want.

MR. PRESIDENT, I'M HEADED TO MEXICO

Dear President Bush:

I'm about to plan a little trip with my family and extended family,
and I would like to ask you to assist me. I'm going to walk across
the border from the U.S. into Mexico, and I need to make a few
arrangements. I know you can help with this.

I plan to skip all the legal stuff like visas, passports,
immigration quotas and laws. I'm sure they handle those things the
same way you do here.

So, would you mind telling your buddy, President Vicente Fox, that
I'm on my way over? Please let him know that I will be expecting
the following:

1. Free medical care for my entire family.

2. English-speaking government bureaucrats for all services I might
need, whether I use them or not.

3. All government forms need to be printed in English.

4 I want my kids to be taught by English-speaking teachers.

5.. Schools need to include classes on American culture and history.

6. I want my kids to see the American flag flying on the top of the
flag pole at their school with the Mexican flag flying lower down.

7. Please plan to feed my kids at school for both breakfast and
lunch.

8. I will need a local Mexican driver's license so I can get easy
access to government services.

9. I do not plan to have any car insurance, and I won't make any
effort to learn local traffic laws.

10. In case one of the Mexican police officers does not get the
memo from Pres. Fox to leave me alone, please be sure that all
police officers speak English.

11. I plan to fly the U.S. flag from my house top, put flag decals
on my car, and have a gigantic celebration on July 4th. I do not
want any complaints or negative comments from the locals.

12. I would also like to have a nice job without paying any taxes,
and don't enforce any labor laws or tax laws.

13. Please tell all the people in the country to be extremely nice
and never say a critical word about me, or about the strain I might
place on the economy.

I know this is an easy request because you already do all these
things for all the people who come to the U.S. from Mexico. I am
sure that Pres. Fox won't mind returning the favor if you ask him
nicely.

However, if he gives you any trouble, just invite him to go quail
hunting with your V.P.

Allowing Congress to push this to the back burner for the sake of elections is reprehensible...demand they solve this problem now...stand up for America or you will lose your coveted position in Congress!

This war will be won both with the strength of not only those leaders who understand what's at stake and commit themselves to the future of our country, but also those leaders that may not understand the issue but recognize that their political careers are on the line should they choose not to respond to the will of the people.

One reason I am totally OK with this going on the back burner legislatively is that the fact is no matter what the immigration laws are, we will make no progress on this issue until we have a President who respects the law and the sovereignty of our nation.

Looks like the mess that has been created by
ignoring the illegal immigration problem the last
twenty five years has finally hit home. It seems everyone has forgotten that we already have had a amnesty program. One solution might be to tell all illegals to register at the border as they cross over. Use that list to start a tempoary worker program that starts from the begining of
the list.

Politicians say anything. It is always a smokescreen for that really plan to do.

He means that the compromise bill will have both enforcement and guest workers. That is what he really means. The enforcement will be only on paper, never actually implemented.

Or they pass no bill, and status quo is the millions more keeping coming emboldened by the rallies in USA they see on Mexican TV.

The invasion has started. You can see convoys of million a month coming now...

By next year, we will have doubled or tripled the number of hispanics in the country. We will be a minority before the 2008 elections for sure...

So many good comments here, I believe I agree with everything. The main problem I have with illegal aliens is that they are setting up a seperate culture within our borders. I know that we've always had that in America, but this is different. We are talking about 11 million Mexicans or more that have come into our borders and demand the rights and priviledges that only citizens deserve, and they offer nothing in return. The ONLY benefit from illegals is that there is a SLIGHT savings in labor for a very FEW business owners. I do not feel that this is good for our economy. We are willing to sell out and sacrifice the values of the best country in the world so that a small minority of business owners can save maybe 10-20% on labor costs. I've never heard of any Mexican making LESS than minimum wage. They simply don't. Even Mexicans have a bottom line. I would bet that if you added up all the costs of all public services plus the medical services they receive plus the tax dollars they DON'T pay it would add up to more than the savings to the business owners. Therefore, a small minority of people in this country are receiving a small benefit, while the majority of us are feeling the punch. What will happen in 5, 10, 20 or more years when we have double, then triple, then quadruple the number of Mexicans we have now? First of all, the Mexicans that have been here many generations and the ones that just came over the border will be just as indistinguishable as they are now. We will have this whole subculture where English is not spoken, and a gigantic burden on public services by this group of people that doesn't pay taxes. Basically the end result is a country that has an ineffective government, and communication problems will be rampant, which will lead to, at the least, anarchy and chaos, and at the worst, civil war. Any attempt that is made to control the problem will be even more impossible than it is now.

The above is correct, which is why I'm not aposed to stooping to the level of the illegals and marching. Enough of the talking, calling and typing. To be truley effective we must take to the streets and march also, for our lack of a counter visual presence is even causing immigration stalwarts like Tancredo to note, although not wavering on his position, the pressure felt by millions of illegals marching.

State and city governments have nullified enforcement of federal immigration laws that could have stopped thousands of illegal immigrants from Mexico and Central America from securing refuge in this country. Cities and states excused themselves from cooperating with existing laws by asserting that enforcement of immigration laws is the responsibility of the federal government. By passing the buck and ignoring existing immigraiton laws, States and municipalites have virtally assured a safe haven for illegals to reside and thrive in their jurisdictions. Now millions of these brazen illegal alien lawbreakers are demonstrating and demanding amesty with eventual rights to full citizenship.

If the U.S. Senate passes a law that gives in to these demands, our government will be validating a racist immigration policy. Such a policy gives approval for disproportionate numbers of people from Latin America to enter this country but allows none or few from Africa, a few from Europe and Canada, and even fewer from the Middle East. Have our elected officials lost their minds?

Please call your senator and urge them to put the military on the border, enforce immigration laws, andnot to grant amnesty to illegal immigrants.

I will say this again: those of us in border states need to email/fax/call our governors and urge that the National Guard be deployed even more and more effectively/efficiently to seal the border. With the tremendous increase in border crossing seen just since the word "amnesty" has been mentioned, we must do something NOW--BEFORE they get in!
