much more complex than border walls and guest worker programs. They say they need federal help fighting grinding poverty, disease and crime. The issues are highlighted in a study they released Wednesday in Washington just as senators are grappling with proposals for overhauling the nation's immigration system," the AP writes. "Researchers found that if the region were a 51st state, it would rank first in federal crimes, second in tuberculosis and near the bottom in education, per capita income and access to health care."
