Skepticism About Guestworker Agenda

"[Professor Leon Krauze] was skeptical that Bush's immigration plan will successfully make it through Congress. He said that possibly that with Bush's proposal as a basis, some agreements on the immigration issue could be reached, but the results would not be a true 'watershed' nor Castaneda's 'whole enchilada,' an agreement that would finally regularize the situation of between 4 million and 7 million Mexicans who live in the United States illegally without immigration documents," UPI writes. Krauze along with other experts in U.S. Mexico relations told UPI they think passage of a guest-worker plan will be a tough sell due to strong opposition.
